You need either 1000 gimbucks and level 100 or season ticket, look at this guide for more detail.

then you can earn the weekly 15 levels till you get to 100.

so I have to be in gimkit for 15 weeks

So basically you have to be at level 50+ and have 1,000 gimbucks, to publish the map.

no you earn 15 levels a week, and if you are at level 1 you need to do 3 more weeks of earning until you can publish.
