What is "blockcode"?

Sometimes when I look at a topic, I see something kinda like this:

When I’m making my own map, I don’t see this.
Is it only for people on mobile or something? I’m using a laptop.

Blockcode allows you to do more advanced stuff that other devices can’t do.
Kinda like the ones in scratch.
