Try contacting jeffo by going to the groups by clicking on the “more” tab on the left. You should see a moderator group and I believe you are able to message them.
I think it’s because you’re still trust level zero. Just read a couple posts, and wait for the promotion to trust level one.
Even though you are not new, you still are TL0, or new user. I think any new user has the limit.

As far as I know, TL3’s can get demoted to TL2, but I had no idea TL1’s could get demoted to TL0.

Would it take away that badge? Because you don’t have the basic badge, so if it wouldn’t take the badge away, then we would know you were never TL1. But if it does take the badge away, back to square one.
This happened to me once, the mods demoted me to TL0 for off topic posting.
