You could put a zone around them and wire it to a popup.

Well, you could make it seem like it is, as @Munchkin said.
You can place a button that is wired to a popup. The button will say, “Talk to NPC” and the popup will say… Hi, I’m an NPC who is fashionably late to this topic. This is a perfectly realistic and simple way of making NPC dialogue.

I wasn’t really sure what to name this so if you have a better one then hit me. AND YES, I’M STILL WORKING ON MY UNDERTALE GUIDE. This is and improved version of the text system in that guide. However, I liked this idea so much that I felt it should get it’s own glory as well.
What is this is you decide on some dialogue and then it will be distributed on 3 different lines. Then it will use a typing effect to right it out. Ready? Here we go.

Do you mean having a visible text bubble above the sentry in game? That’s possible, just not used very often and involves a zone and a text device.
Basically, you will place a zone around the sentry, which must be wired to a popup. So whenever you walk inside that zone, a popup shows up.

1- two options, option 1: create a zone that triggers the popup when someone walks into it, option 2: create a button, title it something like: “Talk to (name here)”
2- create a popup, and the header text can say it’s name, the beginning of a sentence, or something else!
3- wire/channel them together!
see my guide:
First-
you can add a sentry, and make sure that it is NOT on team sentry.
Second-
add a pop-up device and type what you want it to say.
Third-
add a button, and name a channel that is for (example channel name- conversation)
do not make your channel name too confusing or long!
and do not waste time naming channels!
this is a common mistake because then you waste time typing and thinking of names.
Fourth-
make sure the two channels are connected, (or just use wires)
and you get to decide what the player has to say!
open the Call to Action, and you type what you want it to say,
Fifth-
name channels again! look below the call to action labels for the bar.
Sixth-
you can copy some to make a CONVERSATION but normally I
just do two or three.
IDEAS
get into an argument,
make the game end somehow,
compliments,
DRAMA!
feuds,
competitions,
that’s all my ideas for spicing up conversations!

-remember that sentries cannot be on everybody’s team.
