Why wont my barrier go over my prop

I’m trying to use a tutorial but for some reason it just wont go over. is there something im supposed to do?

did you use layers? go to the top right button on your screen and click on the button. make the barrier a higher layer than the prop by using up arrows.

Don’t get confused with the gear symbol, click the one with the 3D squares.
