Why does the wire pulse look like this?

i also can’t click on or delete wires. What’s going on?

Yeah, it’s a bug that a few of us have had. You can configurate that wire by pressing on the device, though (for now).

This was a bug that popped up during the new update. It only occurs with old wires, but should fix itself soon. As for the new look, either it was always there or part of the new update.
