I am making a cops and robbers game but I don’t know what to theme it as. I am thinking of making it either a bunch of different terrains smushed together or like a snowy or space themed. Please help me, my brain is dead. I have no ideas.

make a prison with a surrounding town (with hiding spaces)
Maybe rob a biological testing building with different terrains on each floor? You could use teleporters as an elevator.
