is that impossible basically being able to jump infinite number of times without touching ground to simulalt swimming ? at least how do I make it so that they cant stay underwater forever

For the second question, I think a zone over the water connected to a trigger subtracting a certain amount of an item. And restoring that when they leave the zone.
