Here is the story.

A while back users were asking for thumbnails. This was clogging up Help, so they banned them. Then, the mods made a Art category and allowed thumbnail requests again. Any guide that is art related should also go in Art

that’s why there’s the Art topic!
it was a hot mess at that time,
and staff confirmed that it was never was banned in the first place,
it only lead to people saying thumbnails were “banned” because the influence of others
