Thats… interesting. I’m not sure why. Maybe it’s so that if your version has no or mods that never come on, so the badge would still be awarded, even if to people who perhaps did’t deserve it.
(Not aegleu. I don’t argue with that, but I feel like there were perhaps slightly better choices.)
