If you mean this button, it’s only available in official game modes.

If you wanted to build a team customizer in Creative, you would have to build it yourself and after the host presses start.

You could use the guide that Zappy_Zaptos provided, or you could use the map settings. If you don’t want it to be randomized, you can try to build a system yourself, but that would only work after the game started.
