Code doesn’t, but running that code on the internet does. You need a server to connect to the player’s computer; that server costs money to run.

Mods have a special command called “Lock Edits”. When he presses that, no one, even TL3 and TL4, can edit the post. The command could be removed when mods unlock edits.
