He means that the map lacks depth, you need to vary what layer you are using for the floor more to have stairs leading in to the pool for example, and you could use a different terrain for the pool bottom, then overlay a no collision transparent blue barrier.
Ok, the NPC thing only works for ticket holders, but the Sharks and Minnows is easy, just wire a button to a teleport to another identical room with just no exits, and maybe 4 or 5 Carver Gim sentries using blasters that they drop when oofed.

Maybe you could put a hidden button behind an arcade machine that leads you to a secret room.

Ok, if you actually are using this section, make some buildings you can enter in, and some if you try to enter, it says locked. If you enter a building, you get to rob the supplies and don’t get “caught” by the NPCs living in there.
