Maybe make the:
Bait packs system: In the hardest places to get to, place packs of bait:
Fisher’s Pack: 15 bait
Aqua Pack: 23 bait
Legend Pack: 30 (hard to get)
Mythical Fishery Pack: 40 bait (very hard to get)

Boats are sorted into 2 categories:
Go boats: Help go to islands (1 type of boat)
Fish boats: Help get more fish
Wood Boat: higher 1 category fish (boat tinted brown)
Iron boat: Higher 2 Category fish (boat tinted silver)
Platinum boat: Higher 3 Category fish (boat tinted silver - goldish)

There once was a broke Fisher, his/her name is Sam, Sam recently got fired from Walmart
and cannot pay the rent for his apartment and got evicted.
Week Later (timeline of the game) he is living in a makeshift tent from sticks and leaves and his food is fish, and he heard there is a shop nearby to sell his fish
so Sams new job is to get fish and make his way back up the Economical classes of society
