Activate and deactivate barriers.
If you want a bit more randomness, you can also hook up a bunch of different trigger clocks that run on different timescales so it has a much more psuedo-random effect. (3 triggers on different timings that send a signal to activate the lights, 3 that deactivate or something)
This is actually a chaos theory concept—having a bunch of unique inputs produce a predictable but chaotic output.
