It appears in other topics not just this one, but it was the one I screenshotted…
Probably, but this isn’t the place to ask about bugs occurring on the forums. The bugs category is only for glitches in GKC.

Yes, this appears on old posts where the quote breaks. The posts like this are permanently lost to everyone though and is unrecoverable as far as I know. And like Blackjack said, the bugs category isn’t for this kind of bug.
It doesn’t go on the forum in the first place.

It doesn’t really fit anywhere, since the forums is only for GKC help and related topics.
Like they said, it’s most likely quotes breaking from older topics. There’s no real way to fix it at the moment.
