I suggest using blastball court, marble, and concrete to make buildings, along with barriers

according to wikipedia and my brain, the style of government buildings like the supreme court is ‘neoclassical’ or new classical. classical is the architecture name for greek/roman architecture.

if u want it to be 3d without the fence, you can put another layer of snow terrain on top of the snow. but not on the snow that hangs down.
