I don’t think so, because it may not load on other people’s devices.

It likely will, plugins that are a fixed to creative do not apply to client-side.
If you’re using Gimhook, I’m pretty sure it’s client-side.

I’d say no, as it gives you a unfair advantage compared to the other contestants.
Just use what you’ve got. (Stuff that’s available in creative of course)

So what you’re saying is the submission period has opened today (October 10th) but submissions actually start tomorrow (October 11th). Correct?

Submissions start from when the form is posted, to October 12th.
The form will be posted shortly for those who are wondering. Please be patient and in the meantime play test and polish your games.
