What would you all consider a “complete” point for a game?

im asking because in my game where you run a pizzeria, the map is small but you can interact with nps, take orders, make pizzas, do the dishes, and im working on a delivery system but it still doesnt feel complete. what would you guys say is the point where a game is “complete”? whats the criteria???

Maybe when your ideas stop flowing for what you should add or when the memory runs out.

I actually have a map published and I still feel like I need to keep adding stuff to it lol

the best thing about maps is the tiny details if the code is done use the rest of the memory to add details and things like sidequests to keep you busy and help you not get bored
