Part two of my tutorial is still in pending. Is this normal?

you might’ve had some word in there that is needed to be reviewed. (I’m assuming that you mean a tutorial on here?)
It said the word “h o 0 K” wasn’t allowed. I removed it and it went in pending. I used the definition of wiring for, not a pirate way

Are you referring to a Forums Guide?
If so, this is normal, I think the moderators set up a system that art topics are required to approve before they are able to be seen from other users.
