Since spongebob is a cartoon , it is 24 frames per second.
If you are referring to the spongebob in the video, try 15 fps to truncate file size, otherwise try 30fps to avoid skipped frames.

I would aay to try 7, or 8 fps or if possible. 7.5 fps as it is close to the number and is 30/4 fps
