Here’s a suggestion using multiple ideas.
You can make a game where one or a couple players are the killers.
They have to stop all of the other players from capturing the flag.
The players have to battle sentries that the killers have hired along the way.
When a player captures the flag, the other players have to escape through tunnels.
There’s lore. (How can you not add lore??)

More Details

The killers can only tag the other players.
The players have weapons. (But NOT good ones.)
The killers are slightly faster than the other players, but the players can buy speed upgrades.
