Which props, terrrians or other decorations could I use to make Phantom Plaza?

Try adding Ghost sentries and vines, infested plates and other props. Things that seem abandoned, maybe?
Maybe use grass, or dungeon tile…

You could use dark scraps for interior flooring and possibly a foggy dock.

The dark stone pillar prop set would also be good for adding depth to the buildings.
