I want to know how to landmark an area in game like in the picture below

You would use the waypoint device.
To use the waypoint device you would place this device wherever you want your arrow to be pointing to. For example if I want my waypoint to be pointing too a tree , I would move the waypoint device to near the tree.

You can customize the color of the arrow and also make the waypoint follow a player.
