I’m assuming the game type is platformer, so stairs are pretty easy. Grab some terrain (doesn’t matter if you have st [season ticket] or not) Place your first piece of terrain on the ground. Place another piece next to the first piece so that the two pieces are connected. Then, you will place your third block on top of the second. Repeat this process as much as you’d like, and remember to fill in the empty spaces. (Unless you want floating stairs. Then don’t.)
As I was typing, you said that the game style was top-down. For that game style, I do NOT know (lol). I’m sorry that I can’t help, I just want to be useful for once.

Make the first and second floor a little separate and camera-view locked so they can’t see both floors at once, and where the stairs are, put an invisible button and invisible teleporter crystal on the stairs on both floors, link the button on 1st to 2nd teleporter and link the button on 2nd to 1st teleporter. Make the buttons say “Go upstairs” and “Go downstairs”. (You could also just use invisible Triggers instead of buttons.)
This is a system I used in my posted creative map.

To be honest I’m not sure what’s being asked do you mean like stairs that are there for looks or like stairs you could actually walk on. Because in my map I have the same thing but I didn’t know how to make actually stairs
