this is how:
Put zone in the area and then attach damager to zone.
Wire both of them so when player enters zone damage player.
Switched to Help due to not being advanced and removed ideas due to OP not asking for ideas. I have also fixed some typos.

Use a Timer to switch between Red Light and Green Light. When Red Light starts, activate a Zone that detects players. If a player is inside the zone, a Damager activates to deal damage. When Green Light starts, the Damager deactivates, allowing players to move safely. Zone does not damages if players stops.

You need these devices:
1 Wire Repeater
1 Movement Meter
4 Relays
1 Lifecycle
3 Notifications
- 1 Starting Inventory
- 1 Trigger
1 Zone
1 End Game
1 Item Granter
1 Respawn
Start by setting the starting inventory to give 3 energy.
Then, place the trigger. Set it to transmit when receiving on Pick RYG
. Set the delay to 0, and go to blocks, and place these:
Next, place the movement meter. Set it to energy, and 1 drain per tick, every .5 seconds. Set the warning amount to 2. When warning amount reached, transmit on Respawn
(GTG on the bus, finish this later.)
The zone should be delayed by half a second so players have some time to stop. Otherwise, they would all lose.
