I would make the game top-down, as it has more things that Platformer
some lore is that you have to steal the crown to pay for your penguin family to come with you to britian
Turtle the penguin.(Wait a penguin is a turtle??) Is kidnapped and forced to hide in a carriage, escapes. He returns home, but is dragged into more mess and becomes the stealer of the queen’s crown jewels. When you steal the crown jewels, your boss gives you even more work and makes you do the next thing.(To lazy -_-)

As for the lore you could make it based off of a penguin that accidentally got human qualities and characteristics and wants to cancel all of that and is on a journey to get enough jewels so that you can make a trade with a scientist to revert yourself back to your original form.
I know people say top-down, but platformer would make it possible to have difficulty ranges that are more diverse. In top-down if you want to make something difficult. It would be a really boring laser maze or sentry dodging. Of course, you could make puzzles and things like that, but I would make it a platformer. Just my opinion.

Hunters came and took his family to Britain. He took the penguin as well, the penguin was placed in a separate cage as his family, the penguin gets an opportunity to escape and takes revenge by stealing everyone’s jewels, the penguin then has to sell them to get money to buy his parents’ cage(s). Then, they take off on an expedition to antarctica and try to stop the evil company called, “IceBreakers” That takes all the ice and sells it for money.
