How do i make it so that when one person perchases speed from a vending machine, every one on their team also gets speed

Make the vending machine broadcast to a relay. Make the relay broadcast to everyone on my team. Make the relay then trigger a speed modifier with the speed you want.

Well, how about they craft it and you can change it so the crafting scope is a team it should be able to craft it with energy

And to give The team the speed use an item grantor or you could make it so only one person clicks a button and triggers the grantor, which will also send a message which granted to the whole team

Do what @getrithekd said, and make the Vending Machine transmit on channel when purchased.
