Help! I need help with dashing!

I need help with making a dashing funtion that lasts for 2 seconds and then has a 3 second cooldown. Does anyone know what to do?

So this is this little thingamajobber I made. Lets you press a game overlay and increases your speed for a split second before returning to normal. It then has a cooldown of a few seconds.
