He is TL4 for emergency uses in this forum. For example, a flame war could start, and if Unstable’s there - he can close it instantly. He can reopen anytime.
In general, if you want to be TL4, you have to be trusted by a mod. It’s rare to get one.

From what I read, anything can be nominated, but an incomplete map would not be as good as a complete and polished map. If I got this wrong, sorry!

No, somebody has to nominate your map using the Google Form (which will be out next month), and if a huge amount of players nominate your game, there is a chance you may be in the podium.

although, I must say this isn’t related to GKA (gimkit awards)
