No, It’s intentional
+0.1 is a minor addition
+1.0 is a major addition, hence “adding a new quest”

But generally major additions change the version number to X.0, they don’t just add one to the version number. If Minecraft is at version 1.21.3 and it releases Trails and Tails part 2[1], the new version number would be 1.22, not 1.22.3.
I probably would’ve noticed this earlier had my brain not read 2.12 as 2.1.2.
