I’m not quite sure what you mean by “item”, but you can rotate, change the size, and flip a prop’s position.
If you’re talking about the item image device, you can only change the size and rotate the item image.

If you’re talking about layers, click the button in the top left and drag your item where you’d like. Higher for on top, lower for on bottom.

I need clarification if you mean to teleport an item somewhere after it has been spawned then probably not.

You can only edit items/props when you are in creative mode.

if you mean like in the order in your hotbar just drop all your items and pick them up in the order you want them to be in. But please be more clear next time
