Can TL2 Members Make Wikis?

I just became a member! I was wanting to make a prop art wiki. Could somebody answer this question?

Nope, only TL3s, but I think you can ask a TL3 to make a wiki for ya!
(@JaydoPotato , I think you should give it to notyoyo because their anwser is more detailed compared to mine!)

Tl2 can’t make wikis, Tl3 can make wiki to themselves, and Tl4 can make a specific post/topic wiki, so you can ask Blackhole to make your topic a wiki.
